Luke is Director of Development for DSP Builders as well as the Managing Member for the blue Sport Stable in Superior, CO and the River City Sportplex in Grand Junction, CO. Luke has over 30 years of commercial development experience in retail, medical, and sports facility development as well as several mixed use master planned communities such as Downtown Superior in Superior, CO and Bluhawk in Overland Park, KS. Some notable projects he has developed include wireless retail stores for Sprint Communications (now T-Mobile), Verizon Wireless, medical office buildings for Pacific Medical Buildings, as well as the Ice Ranch, the blue Sport Stable and the River City Sportplex, which are athletic facilities located in Colorado. Luke lives with his family in Morrison, CO.
Jeff is a Principal and Director of Finance and Development at EES. Jeff brings 32 years of extensive experience in project development and program management to a wide range of complex public and private projects. His experience includes overseeing the entitlement process for more than 100 commercial properties within numerous municipalities throughout the United States. Jeff also has experience in project feasibility assessment, including physical due diligence and analysis, title review, code review, and conceptual site planning, and preparing detailed cost estimates, financial proformas, and project timelines.

Mary is Principal and Director of Operations at EES. Mary has 20 years of civil engineering, entitlement, and project management experience. She has executed and managed large and small-scale projects for residential, commercial, agricultural, industrial, public, and multi-use developments. Mary also recently secured an $8.3M federal funding opportunity for a water District where she serves as the District Engineer. Her clients have included state and local governments, architects, contractors, national commercial and residential developers, and individual property owners.
T.C. Oxley was an integral part of the formation of DSP Builders, Inc. in 1992 and has over 30 years of experience in the commercial/industrial construction industry. He participates in conceptual design/estimating, architectural design/engineering, contract negotiations, value engineering, buyout, submittal tracking and tracking, coordination of scheduling, overall project management and project closeout. T.C. Oxley is the sole owner of DSP Builders, Inc. and plays a vital role in the day-to-day management of the Company including office management, human resources, safety, marketing, community outreach, charitable contributions, financial and quality control.
